We assisted MIMS (the Italian Ministry of Infrastructure and Sustainable Mobility) technicians in updating the HWTP (Home-Work Travel Plan) for three sites in Rome.<\/p>\n\n\n\n
The corporate mobility plan also known as the Home-Work Travel Plan (PSCL) is a tool for analysing, developing and verifying a set of valuable measures for rationalising the home-work travel of company staff. For companies and PAs with more than 100 employees, it is mandatory to appoint a Mobility Manager<\/strong> who must submit a Corporate Mobility Plan by 31 December each year. We have explored the obligations and difficulties of this crucial corporate figure in this article<\/a>.<\/p>\n\n\n\n From May to August 2021, MUV supported the development of the HWTP update for MIMS for the three Rome sites (Nomentana, Caraci and Arte).<\/p>\n\n\n\n The consultancy essentially developed in three phases:<\/p>\n\n\n\n The MUV questionnaire, elaborated from the Guidelines for the drafting<\/em>, implementation and evaluation of Home-Work Travel Plans, of ENEA was adapted to the requests of Carla Messina, Mobility Manager of MIMS and the Personnel Office.<\/p>\n\n\n\n On the principals’ instructions, MUV implemented and disseminated the survey <\/strong>on the Limesurvey<\/em> application and sent it to all employees via MIMS internal communication channels.<\/p>\n\n\n\n The survey had a response rate of 76%<\/strong>. The success was due to a number of tricks such as the customised question flow<\/strong> in relation to the users’ answers and the customisation of the graphical interface<\/strong>.<\/p>\n\n\n\n Once the survey was completed, MUV’s data analysis team examined the responses<\/strong>, producing graphs on:<\/p>\n\n\n\n The design of the measures followed the procedure laid down in the Guidelines in DD No. 209 of 4 August 2021.<\/p>\n\n\n\n Following the data analysis, the MUV team supported the Mobility Manager in the definition of measures pertaining to the 5 axes of intervention envisaged by the circular. Axis 1 – Discouraging Individual Private Car Use; Axis 2 – Encouraging the Use of Public Transport; Axis 3 – Encouraging Bicycle Mobility and Micro mobility; Axis 4 – Reducing the Demand for Mobility; Axis 5 – Further Measures.<\/p>\n\n\n\n The definition was guided by the data compiled from the responses on the propensity to change<\/strong>, which allowed a realistic estimate of the number of employees concerned<\/strong> per measure. This data was of particular importance for the calculation of environmental benefits according to the procedures in the guidelines. In addition, particular attention is given to the saving of climate-altering gas emissions (carbon dioxide, CO2) and atmospheric pollutant gases (nitrogen oxides, NOx and particulate matter smaller than 10 microns, PM10).<\/p>\n\n\n\n The document containing the three MIMS work-home travel plans for the three locations (a total of 1626 employees) was adopted by Decree No. 84 on 12 August 2021. <\/p>\n\n\n\n “Thanks to MUV’s contribution, we were able to develop our Mobility Plan in record time, mapping almost 100 per cent of the demand and developing intervention scenarios on all axes.<\/em>“<\/p>Carla Messina, Italian MIMS Mobility Manager, September 2021.<\/em><\/cite><\/blockquote><\/figure>\n\n\n\n The consulting experience of the MIMS HTWP reveals the importance of data collection tools <\/strong>for the design of effective measures.
